To activate this MT4 charts toolbar should it be inactive on your MT4 installation, navigate to 'View' positioned next to the 'File' menu in the top-left area of the MT4 software, click 'View' again, then select the 'Tool-Bars' option, and finally check/tick the 'Lines Tool-bar.'
